Bumper over-rider
I'm on the look out for an over-rider as my best one has a snapped off bolt stuck in my best one.

Why not grab it in a soft-jawed vice and drill out the old bolt with a well aimed 1/4" drill (6mm if you re a "heathen"), You can then pick out the remnants of the old bolt with a pointy tool - something like a scribe - then clean up the thread with a 5/16" UNF Tap. I have used stainless bolts on my overiders - got mine (3" and then cut down to length) from Wrights at Race-Retro/Classic Car show, or:::

I turn up some nylon "buffers" to fit over the end of the thread so that it wouldn't scuff the inside of the bumper and creat a rust spot
