Someone who previously owned our project car drilled into the bumper to put non original plate lights on.
Can the bumper be repaired?

Yes. it could be repaired but at a great expense. ie chrome removed a plate welded into the holes and the whole bumper re chromed. I estimate this would cost you somewhere in region of £250-£300. It would be cheaper to source a replacement bumper..
The holes could be "filled" with new bumper bolts but would look odd.
Sorry this is not very helpful but unless you know someone "in the business i would not know what to suggest.

Keep an eye on Ebay. They do come up once in a while.

I was quoted £800 to re-chrome my two bumpers six months ago, and that's not including the repair to two holes.

My rear bumper has a nasty looking rust hole handily hidden by the over-rider. Also there is a machine pressed hole that has been guessed to be for a reversing light.

£35/foot was the going rate this time last year just for re chrome. Shocked
