Leaking fuel cap??? Empty Leaking fuel cap???

My fuel filler cap is the locking type, it LOOKS like it has a new seal in it, but it leaks badly when I fill it up. Keep in mind I do not fill it up all the way and it still sloshes around and leaks out spilling down the side of the car. Do any of you have this problem? And do you have a solution to it? HELP!!confused confused

Just don't drive too fast on right hand bend and roundabouts until fuel level drops !

The problem is the short neck on tha tank . I guess if you seal it it would make the pump work really hard !
